In order to save the life of a young prostitute named Carla, Officer Eric Boggs must shoot and kill her pimp, Riggo Valentine. Before dying, Riggo declares that he is all-powerful and will be back to seek revenge. As Boggs watches Riggo’s body being carried away by the paramedics, he receives a phone call from someone claiming to be Riggo. When Boggs receives another call later that evening from the same person, he is told that the fight is far from over. Boggs suspects that the caller may have been one of Riggo’s partners in search of revenge, but is informed that Riggo only worked alone. Spooked enough to visit Riggo’s body in the morgue, Boggs’ partner convinces him that he is just imagining things, and that he should take some time off. Boggs receives a third phone call from Riggo, who threatens to kill Carla. Boggs rushes to find and protect her. Carla, however, refuses his aide and later turns up dead. Soon after, Boggs receives another call during which he hears only a terrified Carla screaming. He traces the call to a non-functioning phone booth near the site where he originally shot Riggo. Upon arriving there, Boggs must sacrifice his own life to be able to protect Carla from being tormented by Riggo forever.
